I would tackle this as two separate steps. (1) Scan and (2) convert to
PDF.

Scanning has been discussed in the past in the news groups. You may find
something by searching the news group archives. There is an article in
the dBulletin that should get you started. "Introduction to ActiveX" by
Jean-Pierre Martel describes a "dBASE Scan Center".

Converting to PDF can be done by a third-party tool like PDF995.com.
This has also been discussed in the past. There is one thread I have in
my notes from late February - early March of this year which should
interest you. It contains this message (among others):

Following Geoff's suggestion, I too think it might be done in two steps.

For the second step you might have a closer look at "fly2pdf". [1]
It's an ActiveX solution from the "pdfforge" Open Source project.
Their main project is the "PDFCreator" which I estimate as the best
freeware alternative to Acrobat.

I did not yet use it and only had a short look at it. It comes with VB
samples and I think it should not be too difficult to implement it in
dBASE.

This might be a more direct way than using one of the free or low-cost
PDF-printer solutions.

I saw that you mentioned pdf995 (which used to be popular in the dBASE
community, IIRC).
I've always been having Acrobat (since v. 2 at least). But for some
things I prefer PDFCreator which is super fast and can handle printing
from my beloved AmiPro (which is old 16-bit and can not be handles by
Acrobat.
For Office applications the PDF/XPS add-on comes pretty handy the more
as it takes over links (which none of the printer solutions can do).

I did not know about this fly2PDF.

Go and have a look.
Seems really interesting for the usage with dBASE.

Sorry. I've download FLY2PDF.
But i have never used ACTIVEX with Visual DbAse plus.
Do you have an example of Dbase Function or Class about FLY2PDF, or
PDFCREATOR ?
